Dear Resident,
Thank you for bringing your concerns to our attention regarding the matter of cycle stands installed on the carriageway on Leonard Street.
We understand your frustration about the improper and uncontrolled parking of hire bikes on the carriageway, blocking access to parking bays and we share the concerns you have raised. Officers share the desire for the cycle hire service to be used properly without negatively impacting residents and the local community.
Hackney’s cycle hire programme is largely demand-led and the expansion of the borough’s cycle hire network is designed to provide a high level of service to meet this demand. To meet ongoing parking demand in this location the council has suspended 10m of parking to provide a temporary seasonal cycle hire parking bay on Leonard Street. The installation of temporary cycle stands is intended to prevent overspill of bikes and mitigate uncontrolled parking. These will remain in place until 02/10/2026.
At Hackney’s instruction to the operators Lime and Voi, cycle hire users are permitted to park in the location you’ve highlighted. Council officers will continue to monitor the use of this bay and work with both operators to ensure that bikes that are parked in an uncontrolled manner are redistributed to another location.
I can confirm that the parking suspension sign was reported missing and was replaced by parking officers. This signage will clarify the location and purpose of the suspension at the site.
Please be assured that this installation is temporary. The permanent installation of any cycle hire bay will be subject to a statutory process for consulting on and implementing the required traffic management order to change the restrictions on the carriageway. The statutory consultation period for each scheme runs for 21 days, during which any person or stakeholder may object to the scheme. Hackney continues to work proactively with Lime and Voi to identify and deliver operational solutions, using new technology to improve parking accuracy, compliance and safety. These include improved go-slow and no parking zones across the borough.
