Seems like nobody cleans this part. The litter has been here for ages.

Our environmental operative has reviewed the information and made an initial assessment that the issue falls outside the council's remit (for example, if the location is on private land). Please be advised that the flower bed are the Adventure playground responsibility to maintain. We have forwarded the report to our Enforcement support department for further assistance.
