Speeding traffic despite 20mph zone

This chunk of Green Lanes, from Newington Green to Clissold Park, is mostly residential and a 20mph zone. However, having lived here for years, I can easily say that 90% of the vehicles that pass by this area are speeding over and way beyond this limit. Road signs are useless because there is no enforcement. This situation causes very noise pollution for residents and makes pedestrian crossing extremely dangerous. When cars and motorbikes are speeding there is no way of knowing if they are going to stop on time or if they have even seen you. So what could be done? Since almost nobody respects the speed limit, measures such as speed bumps, speed cameras or traffic policing would very much help traffic speeds to drop to or close to 20mph. There are so many residents with children in this area that it seems crazy that a child can be on the sidewalk with a scooter whilst a speeding 90mph car/motorbike rushes by only a meter away! Thank you.
