Continuous Fly tipping

Flat 194 - 196 have a habit of continuosly dumping their rubbish outside of 200 kingsland road. Just last week up to 10 bags were left outside of my home. Today, 4th February I have found 2 bags of rubbish that were left outside my property.

This is particularly concerning as we have had issues of rats in the past and if this continues it is likely to attract more rats.
For context, there is a designated time and location for rubbish disposal, which residents of 200 kingsland road follow, yet residents at 194 - 196 kingsland road continue to dump rubbish outside 200 kingsland road.
I understand that the rubbish at 194 - 196 kingsland road is not collected frequently, for example once every 2 weeks. If this is the case they should raise the issue with their landlord or the council to arrange more frequent collections, rather the leaving rubbish outside my property.
If you could kindly send a letter asking them to cease and decist from leaving rubbish outside my home. Thank you.
