Black bin left on pavement all the time

Sent to Hackney Council less than a minute later. FixMyStreet ref: 8724205.

A black bin is always left on the pavement in this location. It is usually overflowing with rubbish. can the bin be removed and the flat occupier be told to put it in the correct area (not on the pavement)? None of the other flats leave bins here.
