Very unfair persistent refusal to remove household waste

#16 has a bin store and bins are put on the street only for collection day - yet, since before xmas, the council has refused to empty their bins!!! Hence all their bins are now overflowing. This is entirely the fault of the council. PLEASE COLLECT!
