Insafe charging?

Sent to Hackney Council less than a minute later. FixMyStreet ref: 8555506.

A resident has plugged into the porch socket to charge their car. Seceond time I've seen it. The cable is a trip hazard, plus I believe it has caused an issue with the door. It's hard to open now. Corner porch Fawcett Estate.
