Pellerin rd/Shellgrove estate car park used regularly by non permit holders

Non permit holders/non payment for parking. I am a female unable to use Pellerin Road car park at any hour especially over the weekend due to non residents, not permit holders using residents car parking Please may I request parking enforcement
