Recurring litter problem from 13-15 Gunton Rd

Please advise the residents how to deal with their rubbish. The bins are overflowing several times a week and dirty nappies are regularly lay strewn on the pavement. I’ve seen more rats along this stretch in the past 3 months than in the last 8 years.
