Chain removed from emergency access gate turning street into rat run

Someone has removed the chain and padlock from the emergency gate ... WHERE IT IS INDICATED ON THE MAP. If the gate is left open, the road/entrance becomes a rat run from Marsh Hill to Kenworthy Road.
