Huge amount of discarded items

This very strange pile of rubbish (dirty pram/old signs/pallets) is around 5ft tall/wide. A group of men congregate at it at night and conduct in illegal behaviours. The pile may well be a make-shift shack. Blocks the pavement and is unstable.
