Rubbish bags not collected by council

Sent to Hackney Council less than a minute later. FixMyStreet ref: 8113877.

When the bin collection team last came they emptied the bins but for no reason did not bother to collect about 20 full black bin liners which are put beside the bins when the bins are full. This area gets foxes at night so this leads to a sea of rubbish.
