Illegal daily vehicular access to forecourt (needs bollards)

Shop keeper illegally crossing council pavement for years (see Google Maps historical view) to access forecourt. This behaviour is happening at scale throughout the borough. Parking enforcement obviously don’t PCN vehicles on forecourts, so bollards.
