Rodent problem - littering neighbours

I’ve seen several rats and mice around the gardens near flats 1-5 at Kent court and also going into the building entrance. Lots of litter and neighbours are throwing rubbish off the balcony. Rubbing bin and Recycling bin is always overflowing.
