Rusty old bike blocks footpath and hits vehicles

This bike has been abandoned for over year, missing parts and fully rusted, but locked to the post. It regularly falls over, blocking the footpath, not allowing prams or wheelchairs to go past. It also falls onto the road and scratches vehicles parked.
