Neighbor dumping outside my door

My neighbour dumps rubbish outside her studio, blocking the entrance. Waste collection only empties bins, not the surrounding pile. It's unhygienic, attracts pests, and I've raised it with no action taken.

    The problem is getting worse. The trash pile is growing and causing a pest problem. We've had mice and and increased flow of insects into our interior space as a result of this. We'd really appreciate any help to remove this very large trash pile on our private plot. The pile in the photos should not be there. The neighbor who's dumping it refuses to address it.
