Rubbish sacks been ripped into by rodents.

56 haven't been provided with a rubbish bin which has led to rubbish sacks being placed outside. the bin men don't collect them. foxes, cats etc. are ripping into the sacks and rubbish is being spread everywhere. have called multiple times to chase up.
