Leftover rubbish in bins

Since the removal of bins from the street of Sandringham Road a few years ago, there is nowhere for people walking along the street to throw rubbish, so people (rightly) throw things away in dustbins of residents. Because they are not bagged, these things are not always collected with the rubbish collections so are left to slowly rot in the bottom of the bins. Sometimes this is food waste and results in maggots during the warmer summer months or a wet sludge during the winter. Either put somewhere for people to throw rubbish or empty the bins properly please.
