I need to pay a penalty for cigarett

Sent to Hackney Council less than a minute later. FixMyStreet ref: 7146475.

But I was in holiday for 11 days , when I come back I receive a letter with penalty but if I don’t pay in 10 days was more expensive , but i was in Italy I didnt receive the letter in time for pay less , if you can help me please
