Paid for council pick up and next to nothing was collected

Hi we paid 40 pounds to organise for our items to be collected we paid for 9x 2 garbage bags and outdoor chairs. The collectors just came and took a couple rubbish bags and none of the chairs and left the amount in the photo above.
