People doing drugs in the staircase

I wish to report frequent drug use (crack, heroin, cannabis) in the staircase leading to flat 13-10, Dorchester Court, at all hours. These individuals are not residents, and their presence is disruptive and unsafe. Blood is sometimes left on the stairs.
