Abondoned garden bin used to dump rotting rubbish, rats seen

Outside 76 castlewood rd , and across the road from the primary school, there is a gardn bin full to the brim with rotting rubbish. It as not been emptied by council as it does not contain garden waste. I ave seen rats coming from this bin. Can someone empty and remove bin to stop people dumping their rubbish in it. Thankyou
