Watched Resident Dump Rubbish

Sent to Hackney Council less than a minute later. FixMyStreet ref: 6872000.

I witnessed a male resident from 21 Alcester Crescent carry an armful of household rubbish from his house and dump it by the tree on the opposite side of the street. The rubbish was not bagged. That tree often has rubbish left by it.
