Dustbin filled to overflowing by others

Sent to Hackney Council less than a minute later. FixMyStreet ref: 6753302.

Bin at 12 weekly overflowing with mixed waste from others in last month. We believe bin used by new flats on the passage which is off Clapton Passage, behind Lower Clapton Rd. Bin hidden, still dumped waste. Pls can they be registered for waste collection.
