Abandoned and blocking two drives on double yellow

Driver pulled van onto the side of the road and tried to drive off but wheels were locked. Engine was smoking. Suspect it was stolen. Driver seemed intoxicated. Reported to courier company and police. Police suggested reporting to the council.
