FMS (and email in general) tend to be too slow to catch illegal parkers red handed. It is better to phone in such reports.

Councils normally don't read updates. (At the time you replied, they probably hadn't read the initial report, either.)
Although PCN's can be issued by post as the result of detection by a camera: http://www.penaltychargenotice.co.uk/ the-enforcement-process/ pcn-issued-by-post/ penalty-charge-notice/ I rather suspect that a more detailed research will show that the camera has to be operated by the council.
In any case, there are many web sites dedicated to getting motorists off PCNs on technicalities, like the one referenced, so, if the council does issue based on your photograph, the vehicle owners is likely to challenge the ticket and you may end up having to appear in court to testify as to the circumstances in which the photograph was taken.
