Dustbin man always leaves rubbish outside for no one to collect

Every Thursday morning at 6am the dustbin man comes takes our recycling green bags and my neighbours. He leaves them outside on the curb. They will be left there and no one has come to collect it off the road. The dustbin vehicle never comes.
