Broken fence causing ivy to fall onto pavement

Fence of 111 is collapsed and heavy ivy has now fallen onto pavement taking up a great deal of public space. Landlord, Clarion HA, has been notified of this several times in past month or so, say they will come to remove it, but still done nothing.
