Hazardous waste and rubbsih

Lots of flytipping, rubbish and dog muck. Encouraging others to dumb rubbish and attracting rodents and awful smells. Lots of children and elderly have to walk by this and not fair on the residents that live there.

Hi,
There is lots and lots of rubbish that has been dumped there and now all over the pavement and road with animals defecating around there and outside people's front gates number 32 and 30. People are treating it as a large dumping ground.
Can a public notice sign not be put up to tell people not to dump rubbish or fine the people that do?

People can already be fined up to £50,000 (although most fines, even for commercial levels of dumping, are around £500). They will also get a criminal record. The problem is proving the identity of the tipper beyond reasonable doubt.
There are many examples on FMS of dumps underneath signs warning of the penalties for dumping.
Using CCTV is expensive and moves the problem rather than curing it. There will be 1000's of similar blank end walls in your borough for the tippers to use, and if all those get denied, they will start dumping on private land, where clearance costs fall on the landowners.
The only things that will really stop it are a change in human nature to be less willing to commit this crime and an increase in community spirit that makes tippers afraid that the police will be called on them by a neighbour or passer by, and that they will be shunned by their neighbours.
