Footway blocked by Tesco pallets

If you need to walk along Bateman's Row and NOT step into the busy cycle lane (particularly important if you are visually impaired, mobility impaired or a wheelchair user) it is impossible because TESCO repeatedly uses the footway as a storage yard for pallets. Has TESCO been given permission to do this, I wonder? Also, footway on opposite side of Bateman's Row is in poor state of repair.

Sorry to say ... Tesco has still not cleaned up its act. Passed by yesterday evening and there were a load of bread baskets stored on the footway! (Anyone passing by, please feel free to throw them back into the shop!)
