Illegal parking causing traffic on Well St

It seems the road opposite of Lidl is very common to have cars parked on double yellow. During peak hours the road is not wide enough to have 2 busses and a row of cars so it blocks the cars up to Mare Street. Can restrictions be enforced, please?
