This truck has been parked here for at least 10 days, with rubbish and bin bags in the rear container. It absolutely stinks, and its not going to get any better with the heat. There were rats around, which is not nice for the kids who have to walk by on their way to school just 1 minute from the lorry

I think this will end up as an abandoned vehicle issue or an environmental health one. For the latter, you should contact the department directly.
