Dumped Rubbish Again

Somebody keeps dumping more rubbish on top on the already full bins. It smells like urine & the heat is making the rubbish smell even worse, attracting rats. A huge biohazard that happens EVERYDAY without a solution! The bins need to be moved permanently!

    These has still NOT been solved and now the rats have torn all the rubbish up and dragged it over the pavement, blocking the entrance way to a shop! It smells like urine, this is such a biohazard and needs to be solved ASAP
