Cafe bins and chained bikes blocking pavement on 2 Andrews Road

Market Cafe place their bins next to the pole with bike parking. When there are any bikes chained to the pole the pavement becomes unusable by buggies and wheelchairs. I think either the bike parking pole needs moving or Market Cafe bins need to be moved.
