Bins not emptied . Rats in garden

Sent to Hackney Council less than a minute later. FixMyStreet ref: 5927605.

For months the bins have not been emptied due to bricks in front garden blocking them in. I am seeing rats now constant dog walkers putting dog poo in them the smell is an environmental disaster. The other rubbish has been there for months and it's danger
