Dumping refuse bags on the public pavement, attracting foxes and vermin.

Sent to Hackney Council less than a minute later. FixMyStreet ref: 5645943.

Refuse bins are overflowing and some bags are being continually dumped directly on the pavement, which is attracting vermin. The issue has been persisting for weeks.
