Fly tipping by council binmen

For last month binmen have been piling bags bin and recycling outside my house. But this time they haven’t picked up. Fox tore apart one in night which I cleaned. Attracts rats. I live at 186 Queensbridge rd and want them to stop and leave bins not Bags
