Neighbours crating a local fly-tip!!

It is not on that just two neighbours - one from Gould Terr, one from Kenmure Rd, create a pile of rubbish here EVERY WEEK. Others then think it's fine to dump their rubbish here too. PLEASE address the root problem - you know who they are.
