Disgusting rubbish bags emptied across the pavement

For the past 3 days there had been a rubbish bag's contents emptied across the pavement, people are having to walk onto the road to avoid it. I had to push my baby's pram on the road to avoid trampling on it. Its disgusting. Also pile of bags on pavement
