Wall finish in communal hallway falling away

Sent to Hackney Council less than a minute later. FixMyStreet ref: 5232540.

The wall lining paper has been bubbling and flaking off the walls in the communal staircase for years now (since 2021) and the staircase is bare concrete with no type of floor covering and slippery when wet.
