Neighbours keep blocking communal bin chute

Our bin chute - no.s 19 - 24 Lister Court, has been blocked due to someone shoving several bags in, then walking away and leaving it like this. Has happened many times recently last 2 months. Would like cleared and welded shut to prevent further problem.
