Blowing dust on the garden part of Levy Memorial Park

Sent to Hackney Council less than a minute later. FixMyStreet ref: 4993509.

The gentleman cleaning weeds in the Levi Memorial Park cuts everything and then uses his blower to gather everything, but does so over the soil, that should be Garden. As a result it is rock hard, with no topsoil. It also creates tremendous dust.
