New neighbours on the street think its ok to leave bins on pavement

Sent to Hackney Council less than a minute later. FixMyStreet ref: 4979143.

Problem occurred since last 2 years.. most new neighbours think its ok to leave their rubbish bins on the street rather than in their front gardens .. this is a problem for pensioners and wheel chair users. Problem has been ignored by council for months !
