Bike stands

There are no any bike stands on Warneford street, therefore we need to lock our bikes to our and our neighbors fences. There is not enough of one house fence length to lock at least five bikes of residents of one house. Thank you!

This is not a service that councils normally provide, at least not for free, however http://www.hackney.gov.uk/ cycle-safety-and-security.htm#.U6gAju-QmMA does seem to suggest that Hackney might be sympathetic, although in some cases charging rent for the space. On the other hand, their map of parking spaces suggests most are on main roads/in commercial areas.
You should probably also approach the Cyclists Touring Club (they might require you to be member). They can probably advise you more accurately if there are any legal rights to request this at the moment, and, if they think it a good idea, could campaign for it in the long term.
As this is Hackney, you might also want to look at http://www.hackney-cyclists.org.uk/ homebikepark/ hackney_homebikepark_report_2004-06_v0.2.pdf but all of this seems to be off street. That organisation may be able to help you.
At the moment, I don't think there is actually any legal right to park cycles on the footway, although it would be unusual to enforce this, unless they were causing a serious obstruction. Locking to neighbours fences would be trespass, unless they gave permission.
