People chaining gates shut during the day to exercise large dogs

Sent to Hackney Council less than a minute later. FixMyStreet ref: 4898795.

For many months, some people chain all 3 gates of the square shut in order to exercise large dogs off-lead. Then owners do not unchain the gates when leaving, so the park seems shut. Pls chain gates open during the day and increase enforcement.
