Ongoing issue of too many properties using bins

This is an ongoing estate wide issue, of too many properties using the communal bins for block 16. These means every week the bins are overflowing, foxes, and rats rip open the bags, and flies multiply. Please could you help us find a longer term solution.

    Bins have now been emptied bit because of ovwrflowing rubbish bins could not be replaced in bin area and were left blocking access to the flats . Cannot compost foid due to rubbish on bin. This is an ongoing problem that requires an intervention as well as removing the waste.
