Abandoned overflowing black bin on public pavement

It is more than 2 weeks that someone has abandoned a black bin on the public pavement and it is full of rubbish. Since then people are littering the pavement with more rubbish. Since yesterday there is also a green bag full of rubbish next to the bin.
