Metal tactile paving sticking up at dangerous angle - tripped me up

I tripped over this piece of metal on Saturday afternoon. Fortunately I did not suffer more injury than mild whiplash and bruising to my knee and hand, but my violin bow was damaged. Someone will break their hip/pelvis/skull on this.
