Sent to Hackney Council less than a minute later

The cover has sunk and is loose. It will soon be very dangerous to bikes and motorbikes and pedestrians. There is also a large amount of abandoned signage from recent roadworks - why are contractors not forced to remove their signs? Their sandbags burst.
