Sent to Hackney Council less than a minute later

A friend of mine has been fined 3 times,he has contacted the phone number on the documents,he has spoke to people who said they would sort it. Now he has bailiffs threataning. He lives in N.Wales has'nt been to London or anywere near for 20 yrs
